Position Summary
Project manager and lead wireless systems engineer with experience in:
• Planning, analyzing, designing, managing, and deploying wireless system projects, particularly in the Public Safety sector
• Developing proposals, detailed work breakdown structures, and interfacing with business leaders (internal and external to NYSTEC)
• Leading highly skilled, cross functional project teams
• Administering/managing public-safety interoperable communications grant programs:
o Coordinating multijurisdictional, multidisciplinary teams of client stakeholders in the application, justification, and implementation of federal and state grant programs
o Managing complex public safety/public service wireless system rebanding projects in the U.S.-Canada border area
• RF spectrum planning and management
• Development of a Field Operations Guide (FOG) for incident-response command and control
• Business development and/or sales activities related to public safety wireless systems products and/or consulting services
Qualifications
• Bachelor’s degree (Master’s degree preferred)
• 10+ years of experience, particularly in the Public Safety market (preferably in the NYC region)
• Working knowledge of FCC Rules and Regulations pertaining to spectrum management (frequency selection, frequency coordination, etc.)
• Working knowledge of:
o the Department of Homeland Security (DHS) SAFECOM Interoperability Continuum,
o the National Emergency Communications Plan (NECP)
o the Statewide Communications Interoperability Plan (SCIP) Methodology
o the Public Safety Interoperable Communications (PSIC) Grant Program
o the Interoperable Emergency Communications Grant Program (IECGP)
o the Urban Area Security Initiative (UASI) Grant Program
o the Region Catastrophic Preparedness Grant Program (RCPGP)
o Must possess Project Management Professional (PMP) certification
